What a Plan of Subdivision is

A Plan of Subdivision, under Section 51 of the Planning Act, divides a parcel into multiple lots and blocks, sets out the new streets, and establishes the framework for servicing a community. It is the tool for creating more than a handful of lots, and it is decided by the approval authority, usually the municipality or the upper-tier region.

The draft plan stage is where the layout and the conditions are settled. Draft plan conditions have to be satisfied before the plan can be registered and lots can be sold. We run the planning side and coordinate the engineering and survey team.

When you need one

You need a Plan of Subdivision when you are creating a community rather than splitting a lot. Common situations:

If you only need one or two new lots and no new roads, a Consent (severance) is the faster and cheaper route. We confirm which one fits your land at the outset.

Draft Plan of Subdivision questions

A consent creates a small number of lots through the Committee of Adjustment. A subdivision creates many lots, usually with new streets and services. Once you are building roads or creating more than a few parcels, it is a subdivision.
When a plan is given draft approval, it comes with conditions, such as servicing agreements, easements, and studies, that must be satisfied before the plan is registered. Clearing them is a defined stage of the work.
